Keystone Civil was founded by President and Senior Project Engineer, Joy Christiano. Having specialized in the construction management, engineering and inspection of Florida roadways and bridges since 1994, Joy brings considerable, multifaceted experience managing roadway projects of various types and complexities.
During her tenure as FDOT District 7 CCEI Resident Engineer, Ms. Christiano oversaw the CCEI Work Program, analyzed and defended claims, and managed critical path schedules. As principal of Keystone Civil, Joy continues to serve the FDOT in several capacities, including major project oversight/inspection and legal consultancy in mediation and trial/corporate representation.
Ms. Christiano’s strengths include team management, value engineering, constructability reviews, CPM schedules, supplemental agreements, final estimates, utility coordination, permit monitoring and compliance, claims evaluation and resolution, and dispute review and arbitration. In addition, her service as an FDOT construction program manager and senior project engineer distinctively qualify her to appreciate the perspectives of the Department, municipalities, utilities, contractors and consultants alike.
